In the days of regular passenger service, watering a train was not a big deal, as most terminal stations, and some along the way, had facilities to do it. Now into the second decade of the Amtrak era, such facilities are hard to come by, so trip operators have to coem up with solutions. For any kind of steam trip, it usually means assistance from the local fire department, which has the equipment to pump a lot of water quickly, such as we see here. The Front Royal fire trucks are connected to the train, and will have it completely watered in fairly short order.
